Tax Return for Children not in the USA…?

Can i claim my 2 kids on my Tax Return, even they not here in the US. I’m a resident alien right now. And work in the Post Office for 3 years. They say i can’t claim them, because they don’t have SSN. Then someone told me i can get a Tax Return for them even they’re not here. Just to get a PIN that’s what they say about it. Please let me know, if somebody knew about this. Thanks…
I got it now, it’s form W-7…
I just need to get a ITIN for them…

You cannot claim your children on your tax return unless they are either US citizens or they physically reside in the US, Canada or Mexico.

If they reside in Canada or Mexico then you can get an ITIN for them. Attach a Form W-7 for each of them, along with the required proof of ID, to your tax return. Mail the complete package to the IRS service center in Austin, TX. They will process the W-7s first and then apply the ITINs to the tax return and then process the return.

If your children don’t live in the US, Canada or Mexico, you can NOT claim them as dependents on your tax return since they are not US citizens.
